This is for someone that has an internet business set up that wants/needs help advertising their business. You register as a member and pay a $25 fee. According to their website, when you become a member, you are inserted from right to left in what they call a RSC (random selection column) along with your sponsor.

So for example, if your sponsors page represented Susan on the left and John on the right, both would get paid when someone else joins (susan $10 and John $5 and $5 would be issued randomly to someone else on the list). John would be bumped off of that particular list and then the position would be you on the left and Susan on the right...and so on and so on.

They guarantee to blast out and advertise until you reach a certain amount of payments so they promise a certain amount of revenue. They claim that they will blast your ad out until you make a minimum of $9000. They promote a web software pack called "DollarzBlaster Profit Pack". I personally haven't tried this out yet but that's because it screams red flags.

A cost of $25 isn't much to risk so I will be trying it out. Of course, they have plenty of testimonials on their website that back up what they claim and they also guarantee that you will make a minimum of $9000 for the $25 investment. A promise like that seems absurd to me and usually when claims like that are made, I get a bad taste in my mouth.
